Fix devfile tests - use Get Started page (#16922) 
* Changing docker files so tests can be run by root and non-root users.

* Changing devfile tests to use Get Started page.

* Removing NewWorkspace page and obsolete test.

* Moving workspaceName to suite from gloval. Renaming NameGenerator to WorkspaceNameHandler.
